Sailing Instructions

1. RULES
1.1 The Regatta will be governed by the Racing Rules of Sailing (RRS) as modified Jan. 1, 1999, the prescriptions of US SAILING, the Notice of Regatta, the InterClub Technical Regulations, as revised on April 20, 1997, (except as any of these are altered by these sailing instructions), and these Sailing Instructions.
1.2 The Regatta is classified as a Category "A" Event as per RRS Appendix G.
1.3 These Sailing Instructions change Part V, Section B of the RRS to provide for arbitration of protests.
1.4 RRS 30.1, the "I" flag rule, will be in effect for all starts; however the "I" flag may not be flown. This modifies 30.1 and Race Signal "I".
1.5 There may be on the water judging of RRS 42 and RRS 67 shall apply.
1.6 Any questions in regard to these Sailing Instructions must be submitted in writing. The question and any answer will be posted on the Regatta Notice Board.
1.7 Bow numbers are required for each yacht. Bow numbers shall match the sail number. If two yachts have the same "bow\sail" numbers, the yacht whose actual hull number matches that "bow/ sail" number shall display that number. The bow number shall be placed within 1 foot of the bow stem, be at least 10 inches in height, and be of contrasting color to be hull.

2. ENTRY
Only InterClub Dinghies measured in accordance with the IC Technical regulations for the InterClub Dinghy Class may enter. All boats must have completed registration and paid all fees with the regatta organizing authority before becoming official competitors.

3. NOTICES TO COMPETITORS
Notices to competitors will be posted on the Official Regatta Notice Board located beneath the deck of the SSA clubhouse.

4. CHANGES IN SAILING INSTRUCTIONS
Any change in the sailing instructions after the skippers meeting will be posted 45 minutes before the first start except that any change in the Schedule of Races will be posted before 2100 hours the day before the change is to take effect.

5. SIGNALS MADE ASHORE
Signals made ashore will be displayed on the designated official flagstaff located in front of the SSA clubhouse.

6. DIVISION OF THE FLEET
The fleet will be divided into 4 groups and sailed in a round robin series. Each boat shall be assigned to a group and display a colored streamer (red, blue, green, orange) from the forestay. The Race Committee shall display flags to indicate the groups starting next.

7. SCHEDULE OF RACES
Races are scheduled as follows:

No race will be started after 1430 on Sunday.

8. RACE AREA
The racing area is shown in the following diagram:

9. THE COURSES
The following diagrams show the courses, including the approximate angle between legs, the order in which marks are to be rounded, and the side on which each rounding mark is to be left.
9.1 WINDWARD/LEEWARD: An Offset Mark will be used in conjunction with Mark 1. Mark 3 will be a gate consisting of 2 marks: boats must pass through the gate and then round 3p to port or 3s to starboard. This is the default course and no signal will be displayed when this course is being used.
9.2 WINDWARD/LEEWARD, TWICE AROUND: Same course as 9.1 with two complete laps. Pennant 2 will be used to indicate this course.
9.3 TRIANGLE: There will be NO offset mark used in conjunction with Mark 1. Mark 3 will be a single mark. Code Flag T will be used to indicate this course.

10. MARKS
Marks will be spheres.

11. THE START
11.1 Races will be started in accordance with RRS Appendix T. Appendix T is changed so that the signal for a minute and a half is one long and 3 short.
11.2 The starting line will be between the staffs displaying orange flags on two Race Committee boats.
11.3 A boat shall not start later than 3 minutes after her starting signal.
11.4 RRS 30.2 is changed so that a boat infringing this Rule shall receive a scoring penalty if an Individual Recall is signaled and if that boat properly starts that race.
11.5 The penalty for being premature in two or more restarts of the same race under the "Z" flag shall be the sum of the penalties, however no boat shall received a score worse than points for DSQ.

12. THE FINISH
The finishing line will be between the staff displaying an orange flag on a Race Committee boat on the starboard end and a nearby mark. The finish line shall be a short distance to leeward of the starting line.

13. TIME LIMIT
If the first boat does not finish within 45 minutes, the race shall be abandoned. Boats still racing but not finished 10 minutes after the first boat finishes will be scored "TLM" (Time Limit Missed).

14. SAFETY
14.1 Launching - No boat shall launch or go sailing until a safety boat is manned and on the water ready to rescue in the event of capsize, injury, breakdown or other problem.
14.2 Lifejackets - All competitors shall wear personal buoyancy at all times while on the water except for brief periods of time when clothing is being added or removed from under the personal buoyancy.
14.3 Racing Area - All boats are to remain in the vicinity of the racing area. They shall not sail away from the fleet or safety boat coverage.
14.4 Late Arrivals, Withdrawals, and Early Departures - Any boat arriving late after the start of the first race, withdrawing from a race, or leaving before racing is over shall inform the Race Committee whenever possible. If a boat returns to shore without informing the Race Committee the crew is asked to call 410-320-7810 to report its whereabouts.
14.5 Capsizing - Each boat s obligation under fundamental rule 1.1 "Helping those in danger" specifically includes the following: It is MANDATORY that boats in the neighborhood of an overturned boat go th the rescue of her crew. Boats going to the rescue must report their action to the Race Committee and will be given credit for that race for finishing in the position held at the time of rescue or, it that cannot be determined, by taking their average for the day.
14.6 The penalty for violating section 14 may lead to disqualification from the race or the series.

15. SCORING
15.1 The Low Point Scoring System, RRS Appendix A2, as changed herein, will be used.
15.2 RRS 35 and Appendix A2 are modified such that boats not satisfying the time limit requirements (13.) will be scored "TLM" (Time Limit Missed) and receive two points more than the last boat finishing.
15.3 A discard will be allowed if 6 or more races have been completed (2 complete round robins).
15.4 Only complete round robins will be scored. One complete round robin (3 races for each boat) constitutes a regatta.

16. RRS 42 (PROPULSION) JUDGING
16.1 Judges may be on the water for the purpose of judging RRS 42. Boats with these judges aboard shall display a zebra flag.
16.2 Competitors observed in violation of RRS 42 will be notified as soon as possible and must immediately perform their penalty. Notification will be a) a whistle blast, b) hail, c) a flag display.
16.3 Penalties:

second red 720 turn including 2 tacks and 2 jibes
third black Disqualification, Not Discardable

16.4 Penalties will accumulate during the regatta. A competitor will receive only 1 yellow and one red during the regatta.

17. PROTESTS
17.1 No protest flag need be displayed. This changes RRS 61.1.
17.2 A protesting boat shall inform the Race Committee at the finish of his/her intent to protest and identify the boat being protested directly after the finish of the race in which the incident took place.
17.2 Protests shall be written on US SAILING forms available on the shelves on the east side of the SSA clubhouse and lodged there within the Protest Time which will begin at the time of the docking of the Race Committee signal boat and end one hour later. Docking time will be posted on the Notice Board.
17.3 Protest notices will be posted within one-half hour of the Protest Time limit to inform competitors where and when there is a hearing in which they are interested parties or witnesses.

18. ARBITRATION
For protests involving an infringement of a rule of part 2, When Boats Meet, a short arbitration hearing shall be held prior to a protest hearing. This modifies Part 5, Section B of the RRS. After a written protest form is properly filed, one representative from each boat will meet with the arbitrator, No witnesses will be allowed. Unresolved arbitration will be referred to the Protest Committee. A boat that accepts fault at the arbitration hearing shall receive a penalty score of 40% of the number of boats eligible to start in that race (rounding 0.5 upward), except that she shall not be scored worse than DSQ. The arbitrator is neither the Race nor Protest committee, therefore, decisions made during arbitration cannot be grounds for redress.

19. INSPECTION
Inspections may be made during the regatta for compliance with Class Rules.

20. PRIZES
Prizes will be awarded to skipper and crew placing first through eighth.
